I came back from the commissioning conference in Bangkok and a lot of attendees told me about their problems and challenges during commissioning …

And now, I’d like to GIVE YOU THE CHANCE to talk with me and tell me more about your BIGGEST problem.

    1.  Late arrival of future operational staff (mostly after installation and pre-commissioning, generally in the middle of commissioning).
    2. Very low level of knowledges (theoretical) about the equipment, which they will operate and their lack of interest to learn something new (study of operational manuals for installed equipment is very important before start-up)
    3. Lack of of interest to obtain practical skills regarding to operation and maintenance during installation, pre-commissioning and commissioning from supervisors and commissioning staff.
    This is also valid for shift leaders (they are affraid to solve critical situations, because they do not know how – lack of training and knowledges)
    I think you have the same experiences.

    The constant, and most prevalent problem is construction’s unwillingness to cooperate in the commissioning effort. All other issues are readily resolved, with the exception of this one point.

    During precommissioning, steam blowing makes alot of noise because on large networks its not possible to install silencers at all locations.
    Installation of sacrificial valves in large numbers is not possible during steam blowing. Using original valves during steam blowing errodes the valves which results in passing / leak thru problem in these valves. 
    Blind installation during precom activities and keeping a record for all blinds because even one unnoticed blind can delay start up.
    Installation of piping during fabrication on pipe racks ask for great deal of care to avoid forgetting welding tools in lines, fire cloths, bricks , mud , which really hurt the equipment during precommissioning and commissioning.

    ·        Failure to provide minimum requirement for commissioning such as while inlet off spec gas received instead of spec gas in gas refinery is one of the major reason that maybe prolong commissioning time, in the other word lake of coordination between different part of unit system mentioned as big problem for Com.
     
    ·        Failure to consider some of lines/ facilities that maybe only useful for commissioning/ start up is another problem trough commissioning stage.  
     
    ·        Lake of proper coordination between construction team and commissioning team and operation team as well.

    One of the major issues I experienced is the budget constrain with a cascade of problems that vary from lack of skilled personnel hired, to a suitable organization, to necessary tools and spares etc.
    Not to mention upon most negative thing of all of above, its impact on Safety.

    and challenges during commissioning …

    I’m
    mechanical commissioning team leader, I work in many projects during that I
    have been seeing many problems like the following:

    Bad
    Flange management result delays during the leak test, huge nitrogen quantity
    vented to atmosphere

    Lube
    oil flushing for gas turbines delay the project due to un proper cleaning
    during the construction phase

    Chemical
    cleaning for the gas turbines fuel gas conditioning skids delay the project due
    to un proper drying after the chemical cleaning

    Turbo
    compressors main compressors circulation which cases damage to the anti surge
    valve strainers due to un proper flushing, blowing.

    Thomas,Its Prince Boateng ,with an answer that i prommissed u,The biggest problem everybody wil account for is putting the best,skilled,in depth trained team to complete the commissioning in the time as is set to due.
    I have encountered this in previous commissioning jos,and the setting date was never reached.

    At times, construction can be very slow at addressing punch items that need to cleared, or turning over clear and concise documentation.
